...... with congratulations to the developer, Kimberley-Lloyd Developments Ltd., and to Gary Porter MCIP, Planner of HRM for, perhaps, the best planned development in all of HRM to date from the perspective of the extremely low overall density and the dedication of a massive 70% of the overall lands as green area which even the public sector Nova Scotia Housing Commission has never done!

In addition, the Kyoto Protocol has implications here. A major conference of multi-stakeholders held at York University in Toronto during July 2003 was clear on the negative impacts of urban sprawl and its implications to global warming! Developments as these are expected to act as deterrents to urban sprawl 1234!



Select features of the proposed development as per HRM's staff reports d/November 20, 2002 and d/February 28, 2003, Case 00066:

870-unit mixed residential development on 156 acres of land, development density of 18 persons/acre.

Areas along McIntosh Run, Governor's Run and Colpitt Lake comprising approximately 245 acres will be deeded to the Municipality as passive and conservation areas constituting 70% of the total area (cf. Master Plan, Part-1).

Further, of the 156 acres proposed for development, 51 acres or 33% will be dedicated as active parkland or conservation within the development (cf. Master Plan, Part-2).

Excerpts from the public hearing held by the Chebucto Community Council (CCC) on February 03 and 12, 2003

I, Shalom M. Mandaville, representing the international research group, Soil & Water Conservation Society of Metro Halifax (SWCSMH), was not properly quoted below by HRM's staff. At no time did I oppose the development. We are the ones to conduct the first ever extensive predictive modelling of the watershed together with varied chemical/biological limnology. Below I was recommending certain recces to the HRM to implement in order to protect the watercourses in perpetuity!

(Prof. Pat Manuel PhD was incorrect in claiming above that the McIntosh Run was a source of clean water flowing into the Williams Lake/Colpitts Lake. In reality they are totally different but adjoining watersheds. Also see the relevant section from HRM staff's report of February 28, 2003 below at the end of the scans.)
